Err - Converting from the "Local Code Page" (ie: CP1252) on a Windows
Machine to ISO 8859 is AUTOMATIC for all codes except for the C1 (x80-9F)
code point range since they are the same code. Trying to convert the 32
characters in the C1 range to ISO 8859 is impossible since the glyphs do
not exist there since the positions that they could map to are wasted with
useless control codes.
