Sign Languages can be, and are being, written quite successfully. See
http://www.SignWriting.org. I am, with the Deaf Action Committee for
SignWriting, investigating the possibility of encoding SignWriting in the
UCS. We expect it will take a long time and require a reference
implementation using the Private Use Area.
