I don't know if there is a standard but we have done this sort of thing in
the past by using Unicode as an intermediate form.

Using the 'mapping' files provided on the Unicode.org website or on the CD
with the Unicode Standard book, we map from ISO-8859-6 to Unicode and then
from Unicode to Windows-1256.
