Netscape6 support UTF-8 in PR1, PR2 and the new PR3 (try
http://home.netscape.com/browsers/6/ )
Netscape4.x support UTF-8
Netscape 3.x does not support UTF-8. There are a special registry you
can tweak to see the buggy support of UTF-8
Netscape 1.x and 2.x does not support UTF-8
