There is a proposed update to UTF-32 on the website at:

It is a proposed update to a Unicode Standard Annex. It has been reviewed
by Unicode members and other interested parties, and has been approved by
the Unicode Technical Committee as a Unicode Standard Annex. However, it
has not undergone final editorial review: it is not a stable document and
may not be used as reference material nor cited as a normative reference
from another document.
