Yes.

The preference of the user (or the local writing habits in Middle
Earth). Sindarin can be written with tehtar or without them, with
full vowel letters for instance. In general the syllabic structure of
the language (CV vs CVC) determines what mode is chosen, but language
tagging isn't going to be a way of automating mode selection.
