Rick,

The most flexible utility in the "keyboard remapper" category bar none is
Tavultesoft Keyman. The current version will run on all varieties of
32-bit Windows. It's available at www.tavultesoft.com, and I believe the
run-time is free for non-commercial use. To create input methods, you'll
need the developer version, which is shareware. You'll be able to create
an input method without registering, but anyone installing that IM will
get a notification that it was created with a non-registered copy.
