Lest it be thought that this is an invitation for throwing together a 
quick and dirty proposal, proposers should look at successful 
symbol-encoding papers, such as those Asmus and I have written for 
recycling symbols. Other proposals for symbols should be as 
comprehensive and contain samples, and so on.
