I'm not aware of any free tools that I would trust to do the job. The
cheapest option is probably FontCreator, which is a shareware program
available from http://www.high-logic.com/fcp.html (price $50 US). I have
only ever used FontCreator as a table editor, back in the days when FontLab
did not write all the new OpenType name table entries. I have heard from
people who have tried to use it for creating new fonts that the drawing
tools leave something to be desired.

The next cheapest option it probably TypeTool. This is made by the FontLab
developer group, and is basically a stripped down version of FontLab 3.0
aimed at the amateur market. See http://www.fontlab.com/html/typetool.html
(price $99 US). You can download a demo (does not generate fonts).
