We have a contact in Yunnan for Naxi. Her name is Zhao Qinglian, and
she was part of the Chinese delegation to the WG2 meeting in Dublin
last May. Although she came to translate for the Tai Lue specialist,
it turns out she herself is of Naxi nationality and when I showed her
some of the books I have on Naxi, she got quite enthusiastic about
looking into the possibilities of encoding it. Not long ago I had a
letter from her indicating that the authorities in Yunnan are looking
into it.

My own take on it is that they have two syllabaries we ought to look
into before the rest of the pictographic stuff.
