Over lunch, a colleague told me that RemoveCharset has
been added to Apache 2.0. See e.g.
http://httpd.apache.org/docs-2.0/mod/mod_mime.html#removecharset.
So the right thing to do may be to ask your ISP to
upgrade to Apache 2.0.
