    Another example of this "transitional" koppa glyph is Cyrillic letter "?"
    ("che", U+0427 & U+0447).

    Not surprisingly, the numeric value of "?" is 90, which shows that its
    original position in the alphabet must have been between "?" ("pe", numeric
    value = 80) and "?" ("er", numeric value = 100).
