There is a new Proposed Update of UTS #6: A Standard Compression
Scheme for Unicode available for public comment on
<http://www.unicode.org/reports/tr6/tr6-3.5.html>

The main change is:

- Added recommendation to remain in Single Byte Mode for initial
Latin-1 text, and an informative section about the resulting XML
suitability.

This document will be reviewed at the Unicode Technical Meeting
starting June 10th. If you have any feedback on the proposed update,
please submit it by June 2nd. The document describes how to submit any
feedback.
