Yes. It is also a doubled or strengthened consonant V - the same
graphics used as a vowel and as a consonant. But of course it can't be
used in contrast with a vav - dagesh sequence as it decomposes to one.
But it does provide a precedent for calling a vowel a HEBREW LETTER.
