The Unicode bidirectional algorithm ALREADY solves problems related to
vertically-rendered scripts. It's just missing the DATA. As for TR 9,
it would indeed need some revision to discuss how the algorithm would
be used in vertical text, but afaict the algorithm itself can already
handle the relevant bidi issues.
