    Normalization uses the decomposition mappings and canonical combining class
    values defined in http://www.unicode.org/Public/UNIDATA/UnicodeData.txt

    The text of the UAX directs you (somewhat coyly) to the "Unciode Character
    Database" instead of a in individual file.
