    The URL

    http://www.unicode.org/Public/UNIDATA/NormalizationTest.txt

appears to be served as type text/plain with no charset parameter. That is,

    Date: Thu, 03 Mar 2005 13:39:16 GMT
    Server: Apache
    Last-Modified: Wed, 16 Apr 2003 21:28:24 GMT
    Etag: "58e9cd-1f5711-3a4eae00"
    Accept-Ranges: bytes
    Content-Length: 2053905
    Keep-Alive: timeout=15, max=100
    Connection: Keep-Alive
    Content-Type: text/plain

However, that file's contents seem to be UTF-8. Shouldn't this be changed to

    Content-Type: text/plain; charset=utf-8

    or some such?
