    No and Yes, respectively, according to
    http://www.unicode.org/pending/pending.html (which is the page about scripts
    as a whole accesible from http://www.unicode.org/alloc/Pipeline.html, which
    is linked from the main page of the Unicode website.

    According to the present roadmap
    (http://www.unicode.org/roadmaps/smp/smp-4-7.html) Parkola's catalog would
    be tentatively encoded as U+12900-U+12A81. I guess there are very few
    possibilities these codepoints stayed unchanged, however.
