    It is my understanding that all ICU draft APIs are
    tagged with @deprecated (simply because the Java
    compiler can't be extended to give warnings for
    not-built-in documentation tags).

    And it is true that draft ICU APIs may change, but
    most remain stable and become retagged after a couple
    of releases.
