This question is covered and discussed in the proposal.
My understanding is that... Even if the script were deciphered tomorrow,
there would still be 100 years of legacy scholarship that discusses each
of the signs separately in text, so it makes sense to encode all of the
things that have been under discussion since the disc was discovered
or you can't reproduce the history of the scholarship. Same for any of
the undeciphered or partially deciphered scripts.
