Do not do what? Use the Unicode Collation Algorithm with tailored collation
elements? Here is an extract from the first web page of alphabetically
    sorted Welsh that I found
    (http://www.cs.cf.ac.uk/fun/welsh/AppendixF.html ):

       af - (v.) <1.s. pres. ind. of "mynd">
       afred- - (v.) <stem of "afradu" before some endings>
       anghydwel- - (v.) <stem of "anghydweld">
       anghyfaddes- - (v.) <stem of "anghyfaddasu" before some endings>
       angysyllt- - (v.) <stem of "anghysylltu">
       -a+i - (sfx.) <3.s. imperf. ind. of the endings for "mynd" compounds;
3.s. imperf. ind. or 3.s. imperf. subj. of the contracted a-based ("-a/u")
    endings>
-ai - (sfx.) <3.s. imperf. ind. or 3.s. imperf. subj. of the normal
    endings>
       a+i - (v.) <3.s. imperf. ind. of "mynd">
-aiff - (sfx.) <3.s. pres. ind. of the endings for "mynd" compounds>
       aiff - (v.) <3.s. pres. ind. of "mynd">
       ailddechreu- - (v.) <stem of "ailddechrau">
I appreciate that it's only a web page, but I've seen this ordering in a
    printed dictionary.

    Richard.
