Issues requiring expertise in Arabic are best discussed on the
bidi@unicode.org list.
I don't know enough about Arabic to venture a comment on the heart of
the matter, but by all accounts, the issue seems one that is real enough
to warrant being taken up in what amounts to Unicode's subcommittee on
bidi (and Arabic script) issues.
You, Khaled and John should definitely join that list.
