    Dear Tjebbe van Tijen,

    I believe the reason for this seemingly irregular split is to give the
    code charts a nicer, more uniform appearance. Although using sets of
    twelve or thirteen may not seem as uniform as sixteen, splitting up a
    block as 12/11/11 (as in the CJK Unified Ideographs block you
    mentioned) appears more uniform within that block than 16/16/2.

    17/17 seems to be strangely out of the question, however.
