    Consider the following condition: the encoding of the concatenation of
    two strings is always the concatenation of their encodings, and
    similarly for decoding (if both parts are valid encoded streams at
    all).

    I would say that this condition defines one meaning of stateless
    encodings. Quite a practical meaning.
