    What exactly does "historical" mean here, according to this legislation?
    Yupik has been used in worship (many Yupik are Orthodox Christians) since
    the days of the Russian settlement there. That ought to count as history,
    especially by the time-scale of the United States. (That last remark was not
    intended to be in any way derogatory.)
