Hi!

Is there any detailed documentation about HEH and HEH GOAL concerning
usage and glyph shape?

I am currently implementing a font for Arabic but HEH GOAL seems to be
very inconsistent in existing fonts if it exists. There seem to be
different shapes for HEH and HEH GOAL it all four joining contexts,
but the fonts seem to mix them randomly. The mixing indicates to me
that the two are more of stylistic variants than fully justified code
points, but that may be a totally wrong assumption.

So I guess I need some help.
