Denis answered your question. I’m curious to know _why_ you want use combining double inverted breve over two Tamil characters.

Subject: [indic] Using Combining Double Breve
What is the correct sequence to use combing double inverted breve ?
<char-1> + <char-2> + <combing double inverted breve>
<char-1> + <combining double inverted breve> + <char-2>
The desired display is having the breve linking the two characters.
I would like to used them over Tamil Characters:
yo dharmaṁ paśyati, sa buddhaṁ paśyati
One who sees the Dharma, sees the Buddha
