    What is the correct sequence to use combing double inverted breve ?

    <char-1> + <char-2> + <combing double inverted breve>

    (or)

    <char-1> + <combining double inverted breve> + <char-2>

    The desired display is having the breve linking the two characters.

    I would like to used them over Tamil Characters:
