    Just a clarification an UNICODE.

    Is UNICODE a STANDRAD that needs to be followed by all COUNTRIES ?

    Is UNICODE a CONSORTIUM to make certain guidlines that needs to be followed
    for CERTAIN CHARCTERISTICS ?
