    In the "Bibliothèque nationale de France" (French national library), we
    use sign U+02B9 MODIFIER LETTER PRIME too.
    More generally, we are publishing our transliteration tables (ISO
    standards as far as possible) with Unicode codes for each letter in
    Non-Latin script and in transliteration.

    For example,
