It seems to me that someone who does not have English as his native language is trying to communicate with this list.
I found the following.

Thus, perhaps, though not certainly, the native language of the person is one of the Indian languages, possibly Tamil and perhaps, though not necessarily, the post is something to do with the encoding of Tamil.
Is there anyone on this list who is bilingual in Tamil and English who would be willing to post a welcome message in Tamil and invite the person to post in Tamil and then translate the message into English for those of us who speak Engliah yet do not speak the Tamil language please?
