    Last week I introduced UTF-i, a stateful multi-byte character encoding for
    Unicode. You can now find more details at http://web.aanet.com.au/tec along
    with a C++ sample program.

    I have also revised UTF-c to remove the file prefix/signature from file
    types that have other means of specifying the text encoding. Any suggestions
    for improvements are welcome.
