Placement of Bengali Candrabindu

TUS 6.0 p 288 (p 320 of PDF) shows (around the middle of the page near
the beginning of a line) a candrabindu which appears to be spacing and
is placed to the above *and right* of a vowel sign AA.

IIUC the candrabindu is a non-spacing mark and should always be placed
*above* the base.

Is it that the users of the Bengali [== Assamese ;)] expect the
candrabindu to be written this way or should the positioning of the
candrabindu in TUS be corrected?

I request feedback from Bengali script users who are on either list.
