It is *not* understandable. The “community” interested in writing,
reading, or merely displaying Sinhala script may be as small as the
Sinhala-spaking community’s 15.6 million <

while unicode fonts for dozens of much smaller community scripts are
readily available, I have had, as possibly several others, great
difficulties in finding a free unicode TTF or OTF font covering the
Sinhala block.

So maybe other factors cause this, less understandable ones.
