That's the news I was looking for! And even better (as I fix a bug in KeymanWeb with a Hieroglyphics keyboard - frustrations here which triggered my initial email), we can update our internal String codepoint support to mirror the design in that proposal.

The ECMAScript committee (the people working on the JavaScript language spec) are again discussing building real UTF-16 support into the language. Here is a paper from one committee member:
