This does not hold for single barlines when an anacrusis
(aka upbeat) is involved, cf. attached example.
Neither does it hold for every and all repeat signs,
e. g., if a second ending follows such sign.

On the other hand, both the double, and final, barlines
invariably close a musical phrase.
