PRI #228 Review Period Extended

PRI #228: "Changing some common characters from Punctuation to Symbol"
has an extended review period, until January 21, 2013. In addition,
based on feedback so far, the character U+002D (-) HYPHEN-MINUS is no
longer considered for this change.
