Probably because the names were written to resemble Unicode names. This
reflects the ambiguity of the idea of “translating Unicode names”. If
you just decided to define names for Unicode characters, to be used in a
particular language, you would most probably use normal mixed case (if
the language is bicameral).

Presumably, except perhaps for the names of Latin letters.
