No, actually, I think he was referring to U+2066..U+2069. Those are the new bidi format controls that have been approved for Unicode 6.3, and which are related to the extensions of the Unicode Bidirectional Algorithm for isolate runs under discussion for UAX #9 for Unicode 6.3. See PRI #232:
