Arabic quoting characters

Hi all,
I noticed that double small parentheses that are used in professional printing in Arabic presses are not encoded in Unicode. Currently materials published for Internet or printed using Microsoft Word these characters are substituted with either double quotes " " or left and right double angle quotation mark «»

So does Unicode Consortium has an official position regarding these 2 characters? Are they unified with left and right double angle quotation mark «»?
