or if you dont want to include case distinctions at third level, but only
sorting the groups for the same base letter on the secondary level:

A << a << Á << á < B << b << Ƀ << ƀ < C << c << Ç << ç

A << Á << a << á < B << Ƀ << b << ƀ < C << Ç << c << ç
