Another way the Pride Flag might be mapped into Unicode without adding code points would be to use a REGIONAL INDICATOR SYMBOL pair corresponding to an unallocated ISO3166-1 alpha-2 sequence. U+1F1F6 + U+1F1F7, for example, might be an appropriate choice.
