Sir,
1. Even after introduction of named character sequences, the problems in encoding of Tamil text, continue in display and printing, due to improper ordering, rendering etc and there is considerable time lag in opening the large documents.
In BMP for each Vowel with Consonant it requires 3+3 bytes and more control bytes for combing them so that rendering and ordering to take place. It is impossible that the named sequences will satisfy and guarantee the required conditions of encoding, which are similar to the encoding conditions, where separate code points are given for Vowel Consonants.
Therefore Code points are necessarily be allotted for Vowel with Consonants, while the named sequences serves the purpose of backward and forward compatibility.
2. The feasibility and possibility of adopting Tamil Common Script for all Indian languages may be explored in consultation with the Government of India and the Members of Unicode Consortium, in due course of time, to get rid of the problem of syllables, other than Vowel with Consonants and to reduce categories of letters and resulting complexity. Some of the aliases in the data file are ill-formed under the
nameing rules for character names (no words may start with a digit).

There's no need for having these ill-formatted names *in addition*
to essentially the same name, but one that follows the naming conventions.
It might set a potential precedent for adding aliases for any character
name containing either a digit or a the name for that digit.
These names are introduced in a section of of names "valid in earlier
versions". The PRI gives no rationale for this inclusion. Again, this
has the potential of setting a very bad precedent.
If for compatibility with widely deployed implementations, supporting
an older name as additional alias is indicated (on a carefully
documented case-by-case basis) then I have no objection in principle.
However, simply because a name existed once (but was later deprecated)
strikes me as going into the same "encyclopedic" direction that Ken
himself has disavowed.
If such a name used a bare digit, the Unicode alias could add a hyphen.
E.g. the alias could be

Under the name matching rules, the following strings are all equivalent

even if it itself is not well-formed.
I do think now that grouping the file is a bad idea, because several people
reviewing the datafile, initially missed the near duplicates. The natural
thing for a user of the file is wanting to know all names/aliases for a
character. If someone needs grouping for some purposes, a spreadsheet or other
tool can easily be used to filter by status field.
In maintenance, making it more difficult to note the number of duplicates for
a code point is a bad thing.
The status field "iso6429" appears very badly named. I suggest it should be
"control", and what is named control should be "control-alternate", or
perhaps, both of these groups should become simply "control", because they are
aliases for control codes.
In principle, but hopefully not in practice, the "correction" status code
might also cover cases of multiple corrections per character, as, potentially
the "abbreviation".
Controls should be given only one alias and one abbreviation, unless there are
strong compatibility concerns for specific identifiers for specific
characters.
All control codes should be given at least one alias as identifier, because
they do not have character names. Those for which no established names exist,
could use CNTRL-00XX or something like that.
"Index might be used for the control that used to be identified with that
"name, if it can be shown that this name is still being supported in
"implementations.
The minimal number of names and aliases should be given at this point - later
revisions can add names as needed, after more detailed review and
documentation.
I support the design of adding a status field. The parser I'm maintaining will
ignore it, as written. It will also handle multiple aliases as well as code
points that are out of order (I still think the file should be sorted by
codepoint instead).
As presented in the draft data file the labels just set up bad precedents, by
being based on then name of a standard. If iso6429, why not a section for
iso9995 (or whatever the kbd standard is) etc.

I support the requirement for 1 (ONE) alias for control codes because they
don't have names, but are used in environments where the need a string
identifier other than a code point. (Just like regular characters, but even
more so).
I also support the requirement for 1 (ONE) short identifier, for all those
control AND format characters for which widespread usage of such an
abbreviation is customary. (VS-257 does not qualify).
Further, I support, on a case-by-case basis the addition of duplicate aliases
"for reasons of compatibility". I would expect these compatibility
requirements to be documented for each character in sort of proposal document,
not just a list of entries in a draft property file.
I have tested my existing parser against the draft data file, and, as
intended, it ignores the additional field and handles multiple entries. I
would prefer to see the aliases sorted by code point, and in order of
preference within each code point (correction, long, short, alternates).
Finally, I don't support using the name of any standard, iso or otherwise, as
a label in the new status field. It sets the wrong precedent.
My preference would be to start this new scheme of with a minimum of
absolutely 100% required aliases. Anything even remotely doubtful should be
removed for further study.

As part of a search for character aliases referenced in the Unicode
standard annexes (and in another recent PRI), I found the following
short alias:

Syntax), closed on 2008-02-11 and published in UAX #31 with Unicode
5.0.1 (without citing the exact code point in sections 5.3, 5.4.
(However its value is explicited in the long section 5.1)
This is because of the special handling of the sequence
used to mark orthographic hyphens, that differenciate meanings, but
that are still breakable, and must be preserved (as a visible non-
breaking hyphen) on the next line, if ever a linebreak must occur
before it (in that case thre will be another non-breaking hyphen
inserted before the linebreak).

You should note that, if ever you assign a generic numbered alias for
controls that have no obvious name supported by a common standard,
this alias should be consistant with the decision taken in the:
(closed) PRI#132Code Point Name/Label Options) which chose to *not*
(add labels, but
that still proposed a naming scheme like "control-NNNN", and not
"CTRL-NNNN". Note also the rationale for excluding its proposed option
C (including possible confusions or difficulties within ISO 10646). As
Option D was chosen (Status Quo: do not define a new property, do not
change the existing Name property), the proposed new NameAliases still
contradicts the decision taken for PRI#132, of *not* defining a new
property.
As a result, adding aliases should be only the last resort option, and
if an alias is clearly not needed with a strong reason, no alias
should be added at all. But if an alias is needed (to avoid further
confusions), well, only one alias will be enough.

In my last feedback I spoke about the code point labels. However
rethinking about it, I think this should be clearly separated, notably
because they would need to include digits and could break existing
naming rules. This is used anyway to name ideographs, so this is not
an impossibility.
But in fact the rationale for forcingly giving at least one usable
distinctive name or alias to all characters requires first that this
name is meaningful and does not contradicts its usage. For the 3(or 4)
C1 controls that have no supporting standard, this cannot be clearly
established.
So if an alias was chosen, it would require making a choice between
several candidate conventions (not standards), that may have been used
in the documentation of some specific vendor. But given that these
controls are extremely rare, or specific to old terminal protocols
that have fallen out of use, it will be difficult to simply check
which of these conventions is the most widely used, just to make such
arbitrary choice.
Do we absolutely need a name ot alias in the UCD for all codepoints?
If that's for regular expressions, we don't need them, we can
reference the code point value directly (U+008n, \u008n, \x8n), and
that's how they will be probably always used. Let's not choose any
normative name or alias for inclusion in the UCS namespace, before
there's not an established convention or standard that would require
them to be most frequently referenced by name (for mnemonic reasons).

Regarding the name "SINGLE SHIFT TWO" (abbreviated SS2), I think that
its use has been established since very long, and widely used in many
standard documents. Notably those working with 7-bit encodings,
because it was used along with SHIFT IN (SI), SHIFT OUT (SO), ESCAPE
(ESC), and DATA LINK ESCAPE (DLE) to perform code page swithing, and
providing a compatibility with 8-bit encodings, for transport purpose
(for example, in "Videotext" and "Teletext" systems, such as the
French Minitel whose support by France Telecom will only be withdrawn
this year, with a standard supported for more than 30 years on France
Telecom networks, but also in many small private BBS used by "fans").
For example SS2 (in 8-bit Videotext/Teletext encodings) would allow
reencoding diacritics (encoded as a single 8-bit byte in the G1
subset, as two 7-bit bytes, the first being SS2, the second being a
character from a part of the G0 subset: SS2 then acts effectively as a
temporary codepage switching code). SS3 was also possible to access to
another secondary codepage (but in much rarer applications, and not in
France).
Different controls are used, that depend on which part of the 7-bit or
8-bit codepages are switched (generally these parts are C0, G0, C1 and
G1, or a combination of them), and on the effective length of these
switches (only one alstract character or all of them until there's
another codepage switch).
This use of control codes, to adapt encodings to restricted encoding
environments, using codepage remappings is well established, and even
remains on all PC with a DOS-like "ANSI" terminal, or in ISO 2022
which is still not dead.
Such code page switching is still widely used today in SMS/MMS over
GSM networks (because these messages are preferably using a packed
7-bit encoding, in order to support more characters per SMS message,
but allowing only a very reduced subset of C0 controls), the
alternative using Unicode using a minimum of 16 bits per character
(for now only those from the BMP, as the surrogates for UTF-16 are not
clearly supported).
The now frozen ISO registry of single-byte or multibyte encoded
character sets (ECS) has numerous examples of these encodings that
make use of code page sitching mechanisms. Not all of them are dead,
and the UCS is still defined as one of these ECS, using one of its
standardized UTFs, that are compatible with the ISO 2022 mechanisms.
One reason for that is that there are still legacy encodings that have
no established standard mappings to the UCS (KSX 1001 being one of
these, as revealed recently in the Unicore mailing list), or that
contain characters that are not part of the UCS (for various reasons,
including copyright restrictions or lack of agreement and supporting
standard to perform this mapping, notably when the standard defining
the ECS is old and has been withdrawn by its supporting national
standard body or when it was supported by a vendor that has
disappeared and its successor company has no longer the technical
means to support the old standard other than keeping it in a "AS IS"
state).

I tried to get feedback on this before submitting as a comment, by
sending it to the email list a month ago, but did not get a response
to this part of it, and the deadline for formal comments is here.
It is not clear to me why some of the normative ASCII names for
characters are not on the list, whereas some are. For example, I see
that BEL and NUL were added in the August meeting, but I don't know
why those in particular were chosen. I want to make sure that none of
these normative names are excluded that could possibly be used in the
future as a Unicode character name. (That means from this standpoint,
the list need not include names that are illegal Unicode names. For
example, I gather that no word in a name may begin with a digit.) I
believe that means that DLE need not be included, as it is an
abbreviation, but things like CAN or even EM are confusable with full
English words and should be included.
