Opt Subject: UAX #42 Block is now represented as an attribute
In the first paragraph of `4.4 Properties` of UAX #42 the sentence: "Each property, except for the Block, Special_Case_Condition and Name_Alias properties, is represented by an attribute." Should be: "Each property, except for the Special_Case_Condition and Name_Alias properties, is represented by an attribute." As Block is now also represented by the blk attribute since revision 9.
