Opt Subject: PRI #395: Wrong Tibetan composition exclusions
The proposed update to UAX #15 lists “Precomposed characters using the Tibetan lenition mark, U+0F39 tsa-phru” among the script-specific composition exclusions. That is wrong: there aren’t even any characters with U+0F39 in their decompositions. It should say “Precomposed characters using Tibetan subjoined consonants”.
