UCA charts do not highlight secondary expansions

The UCA charts use red color to highlight expansions: http://www.unicode.org/charts/collation/help.html

However, there are expansions that are shown in blue, not in red. My hunch is that it might affect expansions that only have one primary weight, as in http://www.unicode.org/charts/collation/chart_Arabic.html for FC90 and FC5D where the second CE is a secondary CE (primary ignorable), a tertiary variant (presentation form) of 0670 superscript alef.

There are also a lot of expansions for letter+accent decompositions.
Try to keep cells in blue that only have expansions in the DUCET from artificial secondaries, as for the long s (017F). (But the ae-ligature needs to stay red because it has an expansion even without the artificial secondary.)
