Marathi uses specific glyph shapes for Devanagari SHA and LA.
TDIL proposes to encode specific characters:
p976 DEVANAGARI LETTER SHABut these are just different glyph shapes for the existing letters (as evidenced by the proposed decompositions), and that level of distinction does not belong to Unicode plain text (it is a matter of styling). The situation is already described in chapter 9.
