L2/01-420 Title: WG2 (Singapore) Resolution Consent Docket for UTC Source: Ken Whistler Action: For Review and Approval by UTC Date: October 30, 2001 At the WG2 meeting held in Singapore, October 15 - 18, 2001, a number of resolutions were taken in response to documents summarizing the resolution of comments on 10646-1:2000 AM 1. Some of these resolutions specified changes to characters that the UTC has already approved, or involve deletions or additions of characters that need to be confirmed by the UTC for the Unicode Standard, Version 3.2 specification (or future versions). In the summary below, I refer to the SC2 resolutions by their resolution numbers as listed in SC2 N3574 (= L2/01-393). Those, in turn, are based on the WG2 resolutions in SC2 N 3568 (= L2/01-392), which provide more detail, and link the resolutions to the various working documents. For the complete text of the SC2 and WG2 resolutions, see L2/01-392 and L2/01-393. The relevant SC2 resolutions are listed below. For each resolution that requires some action by UTC, I have spelled out what I think the UTC action should be. 1. SC2 M11-04 (WG2 M41.1, M41.4) 10646-1:2000 AM 1 This approved the disposition of comments on the FPDAM 1 for 10646-1:2000, in SC2 N3564 (= WG2 N2389), and progressed the amendment on to FDAM ballot. Effectively this finalized the content we are synchronously progressing for Unicode 3.2. The detailed change that the UTC needs to consider is: a. The CJK compatibility character at FA45 was removed, and the succeeding characters FA46..FA6B were moved up by one code point to FA45..FA6A. Required UTC action: This change was requested by Japan, but accords with the UTC objection to the mapping that was provided for FA45. The UTC now merely needs to reconfirm the encoding of FA45..FA6A, in accordance with the disposition of comments. SC2 M11-05 (WG2 M41.8) 10646-2:2001 AM 1 This resolution starts a new subproject for the first amendment to Part 2. It will result in PDAM ballotting for a bunch of scripts in Plane 1, plus the big block of variation selectors in Plane 14. In particular, the included Plane 1 scripts are: Linear B Syllabary Linear B Ideograms Aegean Numbers Ugaritic Shavian Osmanya Cypriot Syllabary Required UTC Action: All of these additions were based on UTC-reviewed and approved proposals. I don't believe that any changes have been made, so no formal consent resolution needs to be taken at this time. The UTC should continue to review the PDAM (and later FPDAM) ballot documents, to see if any modifications need to be made to any of the scripts (or the variation selectors), but at the moment, everything here is in synch, and is on track for inclusion in Unicode 4.0. 3. SC2 M11-06 (WG2 M41.5) 10646-1:2001 AM 2 This resolution starts a new subproject for the second amendment to Part 1. It will result in PDAM ballotting for 2 scripts, plus a significant collection of other symbols and a few letters. Required UTC Action: Many of the characters included in this PDAM have already been reviewed and approved by the UTC. However, there are a number of significant changes or additions that need to be taken up by the UTC. I have grouped these below for separate consideration. a. Limbu script The UTC has already approved this script. However, the scripts committee has received additional information that will lead to suggested improvements in the encoding. I suggest that the UTC review those improvements, when the working document is available, to make the relevant change requests in the UTC and L2 ballot comments on the PDAM. At the moment no action is required, however. b. Tai Le script The UTC has not yet approved this script. The relevant proposal document is WG2 N2372. The scripts committee feels that this proposal is mature and stable (which is why WG2 went ahead and included it in the PDAM). The UTC should accept the script to bring the approved repertoire back into synch. The UTC approves the addition of U+0234 LATIN SMALL LETTER L WITH CURL, the encoding of LATIN SMALL LETTER D WITH CURL at U+0234 instead of U+0221, and the encoding of LATIN SMALL LETTER T WITH CURL at U+0236 instead of U+0221. d. Tamil sign additions WG2 added 8 Tamil signs, based on WG2 N2381R, a Canadian contribution that underwent extensive discussion on the unicore list. I suggest at this point that the UTC simply approve their addition to Tamil. I have submitted a separate document, which has been discussed already on the unicore list, with suggestions for some removals, name changes, and/or encodings in different positions. In any case, rather than a wholesale adoption of the list accepted by the WG2, I suggest that these be reviewed by the UTC on a case by case basis to determine which ones are acceptable, and which ones should result in a comment for the ballot on PDAM 2, either asking for their removal, a name change, or a different encoding position.
