Subject: Proposed UTS for BOCU-1

Ken Whistler suggested to turn the Unicode Technical Note #6 BOCU-1 into
a Unicode Technical Standard. I have now prepared a working draft for the
new UTS.

Changes compared to UTN #6 are highlighted and include:
- I added a complete formal description.
  (Thanks to Doug Ewell for prodding!)
- Added a brief description of the generic BOCU algorithm
  and a description of how BOCU-1 differs from it.
- Boilerplate changes.
- Other minor changes.
- Sample code changes: Only minor changes to make
  the code friendlier for a 16-bit compiler.

Where a whole chapter is new, I highlighted only the heading.

The working draft for the UTS comes with sample code like UTN #6 does.
The only changes in the sample code are in bocu1.c and bocu1.h, while
bocu1tst.c and bocu1.exe are unchanged from UTN #6.

I uploaded all of the files via binary FTP. Right-clicking in a browser
and "save as" or similar should download them properly.
