Subject: Proposed update to UTS #6 SCSU

Please add as a document and agenda item.

I would like to propose an update of UTS #6 SCSU. The proposed update
adds section 8.7 Minimal Encoder and associated sample code.

The intent is to show that a usable encoder for SCSU can be very small,
and to point out some strategies for more complete encoders. The sample
code's core encoder function is about 75 lines long (C code with comments).

I uploaded both files via binary FTP. Right-clicking in a browser and
"save as" or similar should download them properly.
