Tom Emerson writes: "In the note regarding translation of character names, please specify whether such translations become a normative or informative part of the standard. In other words, in the French translation of the standard are the character names also translated as part of the normative text?"


Section 3

Benson Margulies writes: "There are big problems with 3. The W3C insists on it, but it prevents fixes to gross bugs in areas like Hebrew trope marks and vowels, and the UTC has been unsuccessful in coming up with an alternative, such as additional normal forms that could emcompass corrections while leaving the old normal forms alone. The rest is fine so far as I know."
